iPad Air 2 Restarting at Apple Logo

i have iPad air 2 wifi 32 gb

i have tried retoring but it get stuck at waiting for ipad and on ipad apple logo come for 1 second and then goes away. this happens contunisly.

i willl check battery voltage toa

please help for any solutiondy.
