I just bought an iPad 4th-gen from eBay and it has a passcode on it.

I have messaged the seller and asked if they can remember it but if they cannot, what are my options?

It is possible to wipe an iPad by restoring it via DFU mode, but the chances are that it is locked to the previous owner’s account. The seller should never have sent you a locked device.
