Ipad 3 not discovering iphone 4s via bluetooth

I'm assuming I've got an option set wrongly on my iphone 4s or Ipad 3.

Neither will discover the other when I tuen bluetooth on.

It seems to work when I try it on my friends Iphone 4. As soon as I start bluetooth up it discovers his iphone but not mine.

Any advice gratefully accepted as ever

Presumably you mean so the iPad can tether with the iPhone to use the iPhone as a mobile hotspot? Blue tooth has to be turned on on the iPhone as well as the Personal Hotspot turned on.

I have Bluetooth turned on on both devices but they do not see each other. My friends iPhone is instantly discovered by the iPad but not mine.
