IPAD 3 and windows 7 over bluetooth

Hi!
I am trying to tether my internet connection of my PC with windows 7 to IPAD 3 over Bluetooth.
Windows 7 (x64 - home premium) is having trouble connecting to ipad (it sees it only as Bluetooth headphones).

I was wondering,
- where could i find win7 x64 Bluetooth drivers for IPAD3?
- is it possible to tether internet connection over Bluetooth to IPAD3
