I had the same issue with my router a few weeks ago.
- try rebooting your router and do the speed test. If speed is much better, then the issue is for sure the router
- if rebooting does not work, try different security settings ( wep, wpa, wpa2...)
- of course, rebooting the iPad may give you a clue also.
I finally solved the issue by resetting the router to the default factory setting and reapplying my securities. Do not restore from a backup, redo manually your settings
