Can I set up iCloud from my iPad to start transferring stuff from my iPhone to iPad without connecting to a laptop and how thanks.

Very easy, on your iPad go to setting>iCloud. Create your account. On you iPhone go into the settings>iCloud, put in the account info. It will sync up. If you already use iTunes, that is you iCloud accountq info.
