How can I get on the Internet on my iPad by linking it up with my iPhone 3GS using my iPhone data allowance

Does this work if you have an iPhone on any of their carriers? I have Verizon.

I think so long as you have a contract with a service provider and have a data plan you can do it I'd suggest you have n unlimited data plan as iPads eat data for breakfast, lunch and dinner lol

Oh well I don't have unlimited... That's alright, most places I use my iPad has Wifi luckily.

Wot happens if u lose ur iPhone/ iPad and some one finds it and removes the sim can u still block it

As long as you activated the Find my IPad/iPhone utility, you should be able to log in and remotely block/wipe it.
