how to enable internet on background apps on ipad 2?

hi,
whenever we minimize an app by pressing the home button, the ipad stops giving internet to that app. how can we enable an app to run with full internet access in the background?

Some apps can run for a limited time to finish a task but other than that I don't think that's possible.

Many apps are allowed connectivity whilst in the background. Mainly apps that stream, for example Skype, Spotify & TuneIn radio.
