Downloading iPad apps with iTunes problem

I downloaded about 20 apps via iTunes from the App store. I then synced with my iPad. It all went well. I have the 64g WiFi iPad 1.

Yesterday, turned on WiFi on iPad, tried to access the apps, and to my horror, all the 20 apps i downloaded through iTunes had a "waiting" sign below them.

I couldn't get the iPad to sync the apps from iTunes, even though the apps appear on iTunes.

I had to re-download all the affected apps via WiFi!

Is this normal?

u sync it with itunes via wifi or through cable. maybe waiting sign is because of syncing with itunes.
