Downloading IMG attachments on ipad2

Unable to download img attachments. Why?

When you say you are unable to download IMG attachments, are you referring to downloading them as an email attachment? If so, what app do you have that could open them?

If you meant downloading them using Safari, then you might need to use a third-party browser, such as the one included in GoodReader, whose sole purpose is to download attachments that Safari can't handle.
