Connect to Web Application on Windows Vista

Hi,

I would like to connect to a Web Application on a Laptop running Vista using the Safari Browser on the ipad2.

1) I tried to connect the ipad2 first using Bluetooth. It gave an error on Windows of a missing driver.

How do I go about fixing this issue.

After it is connected, how do I access the Web App
