Can I update the iOS with a negative account balance?

Hello my apple store account is negative ATM and cannot fix it until the first of the month I know I cannot update my apps, but can I update to the new iOS when it comes out? Thanks for you're time and have a good day.

It is where I brought something and not my account reads -$5.32 so I owe apple that much money.

you mean you owe your credit card $5.32? Apple dont go into dept over apps with customers, they'd have immediately taken their money before allowing you to download. in this case then the account is between you and your credit card.
