it says (below the description): NOTE: WhatsApp is a telephony application and as such iPod or iPad are NOT supported devices.

so its not possible for now

Install WhatsPad from Cydia. Then download Whatsapp then install it by using iTools or iFunBox. It should work.

If it doesn't work, remove WhatsPad and Whatsapp and reverse the process. Firs install Whatsapp then WhatsPad.

And it goes without saying - the above method only works on a jail broken iPad. Whatsapp cannot be installed on a stock iPad.
