I used GPS-X in the UK recently, with the SIM card removed from a Canadian bought iPad and it worked fine. I did notice that you can't be in airplane mode for the GPS to work.

what app did u get to get it to work?

The built-in maps at first, after that Tom Tom and iGo.

It really does work fine without a SIM card.

Build in maps don't work without Internet connection. tom-tom is for iPhone and iGo doesn't exist in the app store.

The question was if the GPS works without a SIM, and yes it does. Both TomTom and iGo are iPhone apps. iGo is one of the best turn-by-turn navigational apps with offline maps in Europe.

If the question was "what can I do with AGPS without an Internet connection", my answer would have been, "use an iPhone app for now."

There are lots of ways to get an Internet connection.
