As zstair asked, are you using the home button or are you 100% that you are holding down the long skinny button on the top right of the device(power) until a window drops down from the top of the screen saying "slide to turn off device"?

Many people used to phone charge times that are new to iPad may think it is charging slowly. As long as its taking around 5 hrs for a full capacity charge then all is well. Also, make sure you're friend uses the iPad block plugin end when charging or it will literally trickle charge very slowly.

Are you sure you're using the IPad charger end that came in the box with you're iPad? It will only trickle charge using a computer. I don't do it on my iPad 4 but I'm positive my girlfriend uses her iPad 3 while charging and it does take the charge, albeit slower than usual of course.
