I finally got it. You actually have to select "manually manage music and videos" in the summary tab and then it will let you drag and drop. Thank you so much, I have been trying to figure this out for like two months.

Please bear with me as I am totally new to both itunes and the ipad. I drag and drop ebooks from my PC to itunes and then sync with my ipad and the books appear in ibooks. If i delete them from ibooks after reading them (because they are saved on my PC) and then sync again, they reappear...
