How do i get emails stuck in my outbox to go out?

I lost my ability to minimize the web page I'm on on so I can bring up a blank page and go to another site. The link to the left of the bookmark link on the top menu bar in Safari is no longer there. It was there for a few days and now it's gone. There is no longer a link on the top menu bar...
