I’m using iPadOS 18.7.1. Perhaps your OS is different. There are three ways to access Favorites. You can select from the Favorites submenu as above, you can enable the Favorites Bar in Safari settings, and you can add the sites to your Home screen by choosing Safari>General>Favorites in Settings.

It is. Tap the sidebar icon in the upper-left corner of a Safari screen. You’ll see Bookmarks and History, among other things. FYI, unless Apple changed its rules recently, all iPad browsers are Safari underneath, with different cosmetics. To my mind, there’s no point in using anything else...
