I think so long as you have a contract with a service provider and have a data plan you can do it :) I'd suggest you have n unlimited data plan as iPads eat data for breakfast, lunch and dinner lol

I've changed it once since buying mine, that was about a month ago

87% plugged it in straight away out of the box to fully charge it. Ran it down to 0% ( took me 3 weeks!) fully charged it again. Just keep doing that to get the best life out of your iPad battery.
