Use goodreader or iannotate for all your PDFs use. Notability is really good for making general notes. Your best bet is probably to go to the business and education categories and look up the top apps.
I just want to know which ones better from someone who's used both. I got goodreader the other day and it seems to do everything I want it to. But today I was looking at my friend using iannotate and it looked easier to use.
