Unless you are jailbroken, there is no way for you to set up your iPad to be a personal hotspot for your laptop.
You can do it without jailbreaking with the iPhone - but not the iPad.

Ah, i understand, it means the ipad2 with versin 4.3.5 doesnt have any way for the hacker. Poor my ipad. Huuuuu
