You need to close the app down otherwise it will keep restarting in it's hung state.

4-finger swipe up the screen to reveal the multitask bar

Long press on the mail icon until it jiggles.

Touch the minus sign that appears on the icon.

4-finger swipe down the screen to return the screen to normal

    Restart the app.

Sounds to me like you are "heading" for a FULL RESET as something has obviously "upset" your iPad - hopefully you have your iPad backed up on iTunes so that you can restore.
At my age it can be difficult to understand what others regard as simple!

    Help

Try going to your Settings app and deleting that mail account. Then, reload it onto the iPad. See if that makes it "behave" any better.
