How does one know if an app can have a widget to put into the pull down notification centre?

If new widgets are available, you'll find a small notification in the Notification Centre, below "Edit".

I can see that list OK.
However no widget is listed for the app I want to put into the notification area.
My question is how do I know if the app actually has a widget?
Can I get the app to produce a widget?

If an app that is installed on your iPad has an available widget, it will appear in the section that J. A. pointed out. Whether or not an app has an available widget is entirely up to the app developer.
