I know the Ipad 2 has a faster processor, but will that help in an art drawing program? I do not plan on doing animations.

Except the 2 will process and display that much smoother and faster due to it's superior processing power

It helps. Some art app still have a bit of drawing lag even in the iPad 2, but it is less. Whether it's worth an extra $100 for the moderate performance increase? eh, personal choice.

As far as I know, no one has written a drawing program to take advantage of the dual core yet, and that most likely would be a really worth while performance increase.
