I'm assuming you mean WhatsApp. This is a cross-platform app enabling the user to send and receive SMS messages to other WhatsApp users regardless of the platform.

This app has not been made available for the iPad, and can only be downloaded for use on the iPhone from the Apple App Store.

I contacted WhatsApp to ensure that this information is correct, and received this reply. I hope it answers your question.
