Does anyone know if there is a free web filter and parental control software for iPad? I have been using K9 on windows and it is a pretty good software. There is also a mac version of K9. Does anyone know if there is anything similar for iPad that is free to use. Any pointers will be appreciated.

A simple way is to go into "Settings" > "General" > "Restrictions", and go to the "Allowed Content:" section and set each of the sub-sections to the appropriate rating
for Music & Podcast, Movies, Tc Shows, and Apps. In the "Allow:" section you can enable or disable access to Safari, Youtube, iTunes, Installing Apps and Locations type apps. And it's free.

K9 is fine, but I'd rather recommend you NetNanny, PCPandora or PCWebControl http://www.pcwebcontrol.com/. All of them are user-friendly and work fine :)
