I''ve heard that it's not good for the device to use an iPad (also an iPhone) while it's charging. Is this the case?

Naw. It's fine to use while charging. Just know that it won't charge as fast and - depending on the app you're using - it may not charge at all (and even lose charge). Yes, some apps are that battery-draining! :)

It doesn't matter, though - use the iPad (or any iDevice) as you wish.

The mechanism behind it is that unlike some other devices, it does not draw the drain from the outlet directly (outlet straight to motherboard), but rather it goes from outlet to battery to motherboard, and as Marilyn mentioned, you won't be experiencing the same charge time as for that reason. Outside of that, there shouldn't be any problems with the battery if that's what you're worried about.
