Unlocking my i pad 4 to any network

Hi,

I bought a 'used' i pad 4 wifi + cellular which is locked to the orange network. The previous owner had a pay as you go plan. I thought I could get it unlocked so I could choose my own network provider but Orange have told me I won't be able to do this. Does anyone know if there is way to unlock it? thanks

I think Apple started unlocking iPads starting with the 4th gen. I know I purchased an iPad 4 at an AT&T store and later I swapped in a T-Mobile sim card and had no problems hooking up to T-Mobile.
