Unable To Verify Update - No longer Connected to Internet

My iPad mini is telling me to update to iOS 9.3 but I continually get the stated message. I searched the internet and found a number of subject on this issue and tried recommended fixes. 1. Close all apps and retry with no success. 2. Reset Network with no success and loging onto iTunes. When I log onto iTunes it tells me my iPad is up to date with iOS 9.2.1. yet my iPad wants to install iOS 9.3. Any help would be appreciated.
