You can't transfer your apps directly from one device to another. You need an Internet connection in order for your devices to access your AppStore purchased list. You then download the desired apps to the selected device by tapping the cloud icon.

To summarize, you don't need iTunes on a computer to get apps onto your device, but you do need an Internet connection.
