Is it possible to transfer ebooks from your PC or Kindle to the iPad Air? If so, what format should they be in, .pdf, .mobi or something else?

All you need to do to get Kindle books on the iPad is to download the Kindle app and register it with Amazon. Then, when you sync your app with your Kindle account, all your Kindle books will be available for download to the app.

If you use Calibre it's easy to convert and transfer books to your iPad, especially if you use the reader app Marvin--the best reader app for iPad! Even if you don't use calibre it's easy to get books into Marvin with dropbox or other methods (open in, etc.) They just have to be in EPUB format.
