Toolbars missing in iPad apps?

I everyone. I am a new kid on the block. I love my iPad that I got for XMas, but - unless I am missing something, in my relative ignorance - I find it frustrating that there appear to be no toolbars, like the one I can see here above, in Safari and in the email apps, which makes it difficult for me to retrace my steps back to a previous tab or window when I feel I need to. What am I missing?

Unlike the nice, orderly Mac world, where most menu items are just where you expect them to be, there seem to be no interface standards for iOS. Some developers bend over backwards to be different (read: oddball), while others are apparently too lazy to implement logical navigation. The near-universal lack of documentation doesn't help. Every app must be learned in a vacuum, with little existing knowledge leveraged forward. It's even worse than Windows. Fortunately, most apps don't do very much, so there typically isn't a great deal to learn. Annoying, isn't it?
