Tabs disappear

Using my Mini vertically, certain windows/tabs open fully. They block all the other windows. Certain windows I can drag down from the top, but others are immune to that. I can't close that tab at all. If I go horizontal, sometimes it works but certain ones are stubborn.

How do I stop this and/or fix it?
