Where did you turn off photo syncing? I'm going to describe the right way, rather than wait for your reply. Just to save time.
With your iPad connected to the computer, go into iTunes and select the iPad from the Devices list in the left column. Go to the Photo page by clicking the link at the top. Now uncheck the Sync Photo's from box.
The next time your iPad syncs it should remove all albums except the Saved Photos album. This album does not sync through iTunes, though it will be backed up when iTunes syncs or you do a manual backup.
If that is not working, all I can suggest is a restart and/or soft reset of the iPad. Wouldn't hurt to restart the computer too, if it's been a while.
