Synch no longer works after latest iTunes update

When I attach my iPad (both new Air 2 and old one I get the message:

Remove iTunes completely, including everything else that comes with it, and install the software again.
Here are the instructions:
Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support

Hope that helps.
I did all of that successfully, downloaded a new itunes64 and installed, now when I try to open the programme I get the message "The file itunes Library.itl cannot be opened because it was created by a newer version of itunes." The programme does not open.
