Sync Safari Bookmarks to Windows 10 (IE, Chrome) using iCloud

I have follow the instructions to get the Safari Bookmarks from my iPad into my Windows 10 PC using iCloud. I have followed this instructions:
How to export Safari bookmarks from your iPhone or iPad to a Mac or PC

basically:
in my iPad iCloud syncing is enabled for Safari
I have installed the iCloud on windows 10 and log in with my AppleID
In Windows iCloud->Bookmarks->Options i have chosen the Internet Explorer and press OK and then Apply
the Windows iCloud shows that the bookmarks are syncing with Internet Explorer
Restarted IE, rebooted PC... but cannot see the safari bookmarks in IE
I also tried with Chrome but same results, i.e. not safari bookmarks synced


any ideas? why is not working in my windows? I talk to other people and it worked for them
