If you have not done so, go to Settings > Siri and turn it on. A microphone button will appear on your keyboard allowing you to dictate in any app that supports text entry. Here is a forum thread with most of the commands available for the iPad's built in dictation feature.

http://www.ipadforums.net/ipad-3-forum/81750-dictation-tips-tricks.html

If the built in dictation is not working for you, you can try Dragon Dictation. This is the only app I know of (for iOS) that has a reputation of being better than Siri. However it can not integrate with the system. Dictation must be done in the app, the copy/pasted to where you want it. Though I believe emails and social site status updates can be sent directly from the app. It's been a long time since I played with it, so I'm not sure what the complete feature set is.

Google's voice recognition is also very good. Some say better than Siri's, faster anyway. However, I am not aware of any app that uses it for dictation. It is mostly used for entering search queries. That does not mean there is no app, or that there is no way to fool it into working for dictation, just that I don't know of either. It would not surprise me to find out that such an app exists. Like Dragon Dictation, you would not be able to use if system wide. The results would have to be copied and pasted in most cases, though like Dragon Dictation it might support email and some social services; maybe Google+. That would make sense.
