A lot of us have not really found a good use for Spotlight. Sure there are some of us with millions of apps who get lost on their device by simply swiping a page, but for us less cluttered people, it helps maybe once or twice. Spotlight is the search option in iOS that lets you find almost anything on your device. SpotURL gives an extra function to open URLs, in Safari, right from your springboard. This save a bit of time and can also be handy depending on which is faster. Opening up Safari, waiting for it to load, and tapping the navigation bar? Or going to Spotlight(with shortcuts), typing in a URL, and have it do the rest for you? SpotURL is a nice extra feature to have and nice to know you can quickly surf from one more source.
