    Hi guys. In Russia a lot of cellular commands are done by users via SMS requests. For example I send an SMS on my phone to find out my balance. Thus I need to send and receive SMS (and mms) via iPad. How?

    Now for phone. I want to use my iPad to talk over the phone. How? I don't want VoIP!

    You might be able to send texts via textPlus:

    textPlus Free Text + Group Texting for iPhone, iPod touch, and iPad on the iTunes App Store

    If not, there might be a similar app. (I can't say whether or not it works in Russia.)

    It is not possible to make non-VoIP calls with the iPad. It is not a phone, so the only way you are going to make calls is to do it via TCP/IP.
