Hi, welcome to iPF!
Siri and Hotspot are no apps. You can find Siri in Settings - General. Hotspot is only possible if your iPad has Wifi + 3G, afaik. Then you should set it up in Settings - General - Cellular - Set Up Personal Hotspot.

Also, to use Siri, press and hold the home button until she (or he depending on which one you have set up) comes on. Release the button and begin speaking with your new assistant
