Not exactly.

You can use Guided Access to restrict the iPad to one app which users cannot leave.
Restrictions will lock put certain functions, though not the ones you want.
Password protecting the whole machine will prevent any unauthorized access.

There may be solutions available if you jailbreak.

Oops that was 'respondus interuptus'. Hi rannss take a look in the apps store there are quite a few 'lockable' folders.

Sorry rannss I don't use one. I not sure if you can put apps into the folder or just media. Many are free so fool around and find one you like.
