Restrictions menu is missing in settings

I bought iPad 3 on eBay

It says that it's Verizon 14.3. There's a lot of different useless apps on it. I can't delete even one. Trying to turn off restrictions in settings I've noticed that this kind of option is missing at all. I'm living from this country at 28 of August and want to figure this out ASAP.

If it were me I'd plug it into your computer with the lightning cable and restore it in iTunes which will set it up as a new iPad.

If the useless apps are the Apple ones that come with every iPad, you can't delete them. Just create a "Useless Apps" folder to store them on the back page of your Home screen.
