problem with personal hotspot in ipad 2 gsm , ios 7.1.2

hi , i have amazing problem in my ipad 2 gsm ,
there is no "personal hotspot" in "setting > cellular data"

i think apple remove "personal hotspot" feature from the ipad 2 gsm in ios 7 .......

are there some ways or some applications to solve this ....

The personal hotspot depends on your carrier plan. If your carrier does not allow making your iPad a hotspot or your plan does not include tethering, may I recommend you get with your carrier to resolve this.

The iPad 2 never had that feature. Personal Hotspot is available from iPad 3 onwards.

even with JailBreak and using cydia apps like Mywi 7 ? just know , i found my solution .

Just be aware that if your carrier does not permit tethering or charges a fee to do so and you use an unauthorized method to enable tethering from your iPad and your carrier finds out they can terminate your plan.
