I'm very new to IPad. Can anyone tell me how to improve the photo quality of photos taken with my Ipad2? Also I can't figure out how to down load movies!!

The cameras on the iPad are not intended for still photographs. The front camera is VGA quality for video conferencing and the rear camera is for HD video. Neither were intended for stills.
Regarding the movie download, it depends what type of movie you want to download. From the iPad's iTunes store there are hundreds of movies that you can download and play using the iPad's 'Video' app. There are TV programs that you can download too as well as many free educational movies and videos.
