I don't seem to have any alternative to "immediately" when setting the passcode requirements which is a pain in the butt.

As long as you're using touchID your passcode can only be set to immediately. There's no way around this requirement.Yes, i love the touch ID, don't love the immediately catch
Unless you added one or more credit or debit cards to the wallet app, you won't have Apple Pay activated on your iPad.I don't have apple Pay... do I?
Since Apple Pay requires Touch ID to be activated before you can activate Apple Pay, by default you have your passcode requirement set to immediately.SciFan is probably right. It also might be because Apple Pay is turned on. I don't remember which one is the critical factor in forcing "immediately." I have both turned on, though Apple Pay is less useful on the iPad than the iPhone.
