In settings-general-lock/unlock option is available. Why would one want to have a cover that can, not lock and unlock the IPad screen?

Is your question "Why would one want to have a cover that cannot lock and unlock the IPad screen?"

If so one of my requirements was that the case include a Bluetooth keyboard.

My Kensington case has a faux leather finish with a Bluetooth keyboard, adjusts to multiple screen positions, has a loop for a stylus and enough room to store a few 8 1/2 x 5 1/2 " sheets of paper if needed. It also has an elastic strap for closure. And it cost less than the plain Apple version.

Locking and unlocking the iPad isn't a big deal.

Sorry for not being clear. There is a switch in settings for turning the magnetic locking cover's affect on the iPad on or off. So that if you have a locking cover, you can set the switch to off so the cover's locking ability would be rendered nill.
Question is why would one want to do that. Why is the on/off switch there?
(Sheesh - don't know if that's any clearer.)

Because some people don't want their iPad to lock and turn off every time they close their case. Say you have kids that are using it and you don't want to give them your passcode, but they take the iPad from room to room. They might close the case as they carry it. If it locked every time the case is closed, you'd need to enter in your passcode every time then. Some people like for it to lock only when they manually put the iPad into standby.
