Offline ipad map

What is a good app that has an atlas or US map that requires no Internet connection?

Have a look at Navfree or MapsWithMe. In Navfree you can input an address, bring up the route and follow it without wifi in your car. Maps with me allows you to download any map you want, but some are huge. Hope they help.
