I take it you have bought an iPad secondhand......if the iPad was updated to OS7 you will need the Apple ID and password of the original owner to unlock this iPad and Find My iPad will need to be deactivated through iCloud.

If you could show us what you are seeing when you connect your iPad to iTunes, we may be able to discern the difference otherwise you will need to contact the previous owner.
