If you zoom out far enough in Maps in hybrid or satellite mode, you see a real-time depiction of the Earth, complete with terminator and city lights:

Is this new, or just an Easter egg I missed before, as I normally use Google Maps?

I just checked on a device that's still on iOS 6.1.3, the feature you mention is not there; it must be a new feature of maps in iOS 7.

When you look at the background while rotating the earth, you will also notice that the stars move as well.

The "stars" aren't real, as far as I can tell.
