Multiple sync using single iTunes

We bought some 15 ipads for our executives and wanted to preloaded some common apps on all the devices. We could manage that somehow. But now as people tried using the iTunes on their comps, everything has got messed up. It show three accounts and transfer purchases do not work.

How do our executives convert their devices to their single id.

Could this also be a reason for a low connectivity on 3G as well.
